7日，中共中央办公厅、国务院办公厅印发《关于划定并严守生态红线的若干意见》。意见明确了总体目标：2017年年底前，京津冀区域(the Beijing-Tianjin-Hebei region)、长江经济带沿线(along the Yangtze River Economic Belt)各省(直辖市)划定生态红线(draw the ecological red line)；2018年年底前，其他省(自治区、直辖市)划定生态红线；2020年年底前，全面完成全国生态红线划定，勘界定标，基本建立生态红线制度。到2030年，生态红线布局进一步优化，生态红线制度有效实施(the system works effectively)，国家生态安全得到全面保障。

China National Tourism Administration has urged the country's 5A-class scenic spots to install gender-neutral bathrooms.

国家旅游局近日敦促国内5A级旅游景区配备"第三卫生间"。

近日，国家旅游局局长李金早在2017年全国厕所革命(toilet revolution)工作现场会上表示，5A级旅游景区(5A-class scenic spot)的厕所必须体现更高的标准，所有的5A级景区都要设置"第三卫生间(gender-neutral bathroom)"。

第三卫生间也被称为"中性卫生间"，有别于现有公厕(public toilet/restroom)的男女分区设置，有独立的出入口，其用途主要为方便父母带异性的孩子、子女带异性的年迈父母(parents with young children of different genders and children with elderly parents of different genders)外出时照顾其如厕。在发达国家的景区、交通枢纽(transportation hub)和商业中心，第三卫生间已成为标配。旅游厕所革命工作推进这两年，国内不少景区、公共场合(public places)已经设置了第三卫生间。

李金早曾表示，5A级旅游景区既离不开世界级、垄断性的旅游资源(tourism resources)，也离不开人性化、精细化的管理服务。李金早指出，如果说全域旅游的厕所建设要达到基本的"数量充足(in sufficient numbers)、干净无味(clean and odorless)"的话，5A级旅游景区的厕所必须体现更高的标准。特别是第三卫生间的设置，这是景区人性化服务(people-oriented service)的根本体现，也是我国旅游服务与国际接轨(be in line/correspond with international standards)的直接要求，必须引起重视。
